ANY dog which has ever shown signs of biting or attacking another dog or human being should be kept on a lead and muzzled. It is that simple.
All owners know their dogs and what they are capable of and it is their responsibility to ensure that dog is never in a postition where it can cause harm to others.
There are a million and one friendly, harmless dogs out there but it is the irresponsible ownership of a few that are giving man's best friend a bad name.
Why should innocent people and their well behaved dogs live in fear of the park bullies.
